Resolution To fix this issue, install November 2016 Preview of Monthly Quality Rollup for Windows 8.1 and Windows Server 2012 R2 (KB3197875). But I would like to get this resolved if possible. Cause During virtual channel management, a deadlock condition occurs that prevents the RDS service from accepting new connections. This is not a huge problem because there are other methods to access the Group Policy Editor and Windows Reliablilty Monitor. And I don't really want to uninstall and re-install it if I will lose my settings, etc. So I am wondering if there is any known issue with that DLL file and a workaround? Or is it likely that my installation of Emsisoft Anti-Malware is corrupted, so that I should uninstall and re-install it? I'm not experiencing any problems with Emsisoft Anti-Malware itself, so I'm not sure what to think. I have been experiencing an issue in Windows 8.1 圆4 whereby if I try to access Group Policy Editor or Windows Reliability Monitor by typing them into "Run" on the Start8 menu, and then clicking the link that appears, Windows explorer crashes and resets itself (and nothing else happens).
